Wang Huaqin, director of industry damage investigation department of State Economic and Trade Commission, indicated that according to the commitments China made for its WTO entry, China would permit WTO member countries adopt special protection measures over the exported products of China. So WTO member countries enforced in succession the legislations of transitional protection systems over special products of China. The laws mainly reduce the register standards to China products and are quite in faust to China export trade.
    The textile and garment originating from China and being involved in the Agreement of Textile and Garment are the objects of the newly-added special protection clauses. The special protection measures are the same with the said textile and garment of the following cases:
    1. When the said products disturb EU market, the EU Commission can negotiate with China per the requiring of EU member countries or by itself.
    2. Within the 90-day negotiation limit, if the 2 sides reach no agreements to solve the issues, the EU Commission will adopt quantity-limit over some kinds of the textile or finished textile products imported from China.
    3. If China makes no other agreements with EU and launched no re-appeals, the quantity-limit will last for no more than one year.
    Wang warned domestic companies to avoid export the same product to one country or one market in the same period. Also they must study various foreign trade regulations of the export destination countries.
